The Tarrytown Link is issued the Friday after the regular Board of Trustees meeting, twice per month. We welcome community groups to contribute information about events and activities of interest to Tarrytown and Sleepy Hollow residents. See more on how to submit information below. On Thursday, August 31, Speaker of the New York State Assembly, Carl Heastie, visited Tarrytown with Assembly Member MaryJane Shimsky, representative of Assembly District 92 including Tarrytown. With Mayor Karen Brown they toured some of the infrastructure needs in the Village. Speaker Heastie committed to funding a $500,000 repair of the H-Bridge. Assembly Member Shimsky has committed to funding the extension of the fire boat dock which is necessary to ensure the boat is accessible even at the lowest tide despite the continued silting of the harbor.


In addition to these commitments, Senator Andrea Stewart-Cousins has committed to help funding pedestrian and mobility improvements at the intersection of Main Street, Cortlandt, and Depot Plaza, as well as improvements to the bathrooms at the Senior Center.


The Village is extremely fortunate to receive this vital financial assistance from our State representatives for necessary repairs and improvements to local infrastructure.

Report from the Board of Trustees Meeting on 9.5.23

  • Notice of Public Hearing for Code Amendment to Require Maintenance of Private Roads: The Board of Trustees set a public hearing for the September 18, 2023 Board Meeting to consider an amendment to Chapter 259 of the Village Code adding private roads to the list of properties that must be maintained in the interest of public health and safety. If private roads are not maintained, the Village will have the option of enforcing maintenance, or if necessary repairing the private roads and charging the cost back to the responsible party. The proposed local law can be found at the end of the agenda from Monday's meeting.
  • No Parking on Half Moon Lane at Tappan Landing Road: In order to ameliorate an unsafe condition that occurs when vehicles park on the southwest corner on Tappan Landing Road at Half Moon Lane, the Board of Trustees authorized the institution of a no parking zone on the west side of Half Moon Lane from Tappan Landing Road South for a distance of 75 feet. When vehicles had been parked there previously, residents complained that traffic was obstructed from entering the narrow lane. The police department investigated the complaint and concurred that parking at that location posed a hazard, particularly for emergency vehicle access. The Board authorized the No Parking zone and signage will be amended accordingly.
  • Adoption of Updated Harassment Policy: In accordance with recent updates by the New York State Department of Labor, the Village updated its Sexual Harassment Policy. The new policy combines sexual harassment and other forms of harassment and discrimination into a single policy. The new policy details discrimination based on sex stereotype and gender expression as a form of sexual harassment, and allows for the reporting of the harassment up to three years from the date of the incident. The new policy supersedes previous policies and staff and volunteers will be trained on the policy as part of the Village's annual mandated training requirements.

South-bound lanes on I-87 between Nyack and Tarrytown to be closed on Saturday, Sept. 9

The south-bound lanes of the Thruway (I-87/1-287) from exit 12 in West Nyack to exit 9 in Tarrytown, including the Governor Mario M. Cuomo Bridge (GMMCB) will fully shut down to traffic early Saturday morning to safely remove a severely damaged portion of the South Broadway overpass in South Nyack, which was struck by an over height tractor trailer on August 31.


Motorists are strongly advised to avoid the area beginning Friday night and take alternate routes on Saturday.


The southbound lanes will reopen after Thruway engineers determine the overpass is safe.


Here’s what motorists and residents should expect starting Friday night:

  1. At 8 p.m. Friday, one southbound lane near exit 10 (Nyack - South Nyack - US Route 9W) will be closed, leaving three travel lanes.
  2. At 11 p.m. Friday, three southbound lanes near exit 10 will be closed, leaving only one travel lane open. Traffic delays will be significant.
  3. After 11 p.m. Friday, the entrance ramps to the southbound Thruway at exits 10, 11 (Nyack), 12 and 13 (Palisades Interstate Parkway) will begin to close.
  4. After 12:01 a.m. Saturday, all southbound lanes will be closed and all traffic will be diverted to exit 12 in West Nyack.
  5. All day Saturday – work will continue on the overpass and highway below followed by the cleanup.
  6. Travel lanes will open as soon as safely possible.

 

Travel lanes in the northbound direction will remain open throughout the work; the northbound left lane near the work zone will be closed.

Village-wide Hydrant Flushing Begins Week of September 18


The Village Water Department will begin its annual project to flush all hydrants throughout the Village. They will begin at the southern end of the Village in the Sunnyside Avenue neighborhood the week of September 18th and will make their way north over the course of the following three to four weeks.


When the hydrants are flushed in your neighborhood, you can expect to see dirty water in your home immediately following. We advise you do the following:


  • Signs will be posted in your neighborhood when hydrants are expected to be flushed, so watch out for them.
  • After the hydrant flushing, run your water for five to seven minutes to clean out the system. Because there are filters in shower heads and kitchen sink faucets, it is best to run your water from an outdoor spigot if possible. If not, a bathtub spigot, a utility sink or toilet flushing will also help clean the system.

Con Ed Updates


Castle Heights: Excavation and gas main replacement will take place next week.

Union Avenue: Gas main replacements are complete. Service connections will occur later this month.

Rosehill and Neperan: Work has been completed. Road restoration will happen at a future date.

Mobile Shredder Coming to Tarrytown on Saturday October 7, 2023 from 10:00-1:00 at the Green Street Parking Lot.

Door-to-Door Soliciting in Tarrytown


Did you know that door-to-door soliciting requires a permit in Tarrytown? We have been notified in recent weeks of companies that have been illegally soliciting in Tarrytown neighborhoods. Right now, you may hear from Saks Metering, the company with whom the Village has contracted to install new water meters. They are a valid permitted company that is allowed to reach out in person if they have not been successful reaching you otherwise to set up an appointment. If you receive other in-person solicitations, you may call the Village Clerk's Office or the Administrator's office to report the issue: 914-631-1785.

September 11 Memorial Ceremony on Sunday, Sept. 10


Please join us to remember those who were lost on September 11, 2001, and to honor those who responded in service to others on that day and in the days following. The Tarrytown and Sleepy Hollow Fire Departments will host a ceremony at the September 11th Memorial in Patriots Park at 10am, Sunday, September 10.

This Saturday, September 9, the Rec Department in Partnership with Bark and Meow is hosting a Dog Parade and Games at Pierson Park followed by a swim in the Village pool before it closes up for the season. Sign your pup up online via Rec Desk or stop by Bark and Meow located at 9A South Broadway.

The Next Open Streets Tarrytown Event Celebrates Hispanic Heritage Sept. 23


Come celebrate Hispanic Heritage at our next (and final) Open Streets Tarrytown Event, Saturday, September 23rd from 6-9:30.


There will be live music, dance performances, merchant specials and traditional crafts. Enjoy special Performances by The Pablo Mayor Trio playing Columbian Jazz from 6-7, and A Palo Seco Flamenco Trio featuring Juan Pedro Jimenez, Barbara Martinez & Rebecca Tomas from 7-8, and Carlos Jimenez and his band from 8:15 - 9:30.

The Village of Tarrytown benefits from engaged, caring, and talented residents who volunteer their time and expertise to help create the community they want to inhabit. There are many opportunities to serve, whether contributing to the vision and development of public spaces, environmental issues, housing affordability, transportation challenges or recreation programs. Like TEAC, the Friends of the Riverwalk are looking for volunteers to help maintain the plantings on the waterfront. WESTCHESTER COUNTY AIRPORT (HPN) TO HOST

TSA PRECHECK® ENROLLMENT EVENT THIS SEPTEMBER

Limited-time Opportunity Returns to HPN Starting September 18

 

 

(White Plains, NY) – Westchester County Airport (HPN) will be hosting a TSA PreCheck® enrollment event in collaboration with IDEMIA, a TSA PreCheck authorized enrollment provider. Travelers will be able to enroll at the terminal arrivals area near the baggage claim carousel at Westchester County Airport, located at 240 Airport Road in White Plains, from Monday, September 18 through Friday, September 22 from 9 a.m. to noon and 1 to 5 p.m. each day. The program is open to U.S. citizens, U.S. nationals and lawful permanent residents.

 

The enrollment process is quick, convenient and even faster when the application is completed online beforehand. The in-person enrollment requires that applicants provide proof of identity, proof of citizenship, fingerprints and a photo. IDEMIA offers TSA PreCheck enrollment for $78 and if approved, travelers get a five-year membership with the program.

 

Following the in-person enrollment appointment, most applicants receive their Known Traveler Number (KTN) in about three to five days. The KTN number must be added to flight reservations to enjoy TSA PreCheck benefits. 

 

TSA PreCheck was created in December 2011 as a way to provide low-risk travelers with a smoother experience through airport security. It’s a great option for travelers looking to save time. Enrolled members do not need to remove shoes, laptops, 3-1-1 liquids, belts, or light jackets. They also access TSA PreCheck dedicated screening lanes at over 200 participating U.S. airports nationwide.

 

If you are unable to make the Westchester County Airport enrollment event, but are still interested in enrolling in TSA PreCheck, please complete the application online and schedule an appointment at one of the 560+ enrollment centers nationwide.

 

Designated parking at Westchester County Airport will be located on the right side immediately after the passenger terminal during the enrollment period. Please look for the message board reading "TSA PreCheck registration parking only." Click on the "Airport Operations" intercom button and proceed to an open parking space to your immediate left. This parking is free of charge.

 

Call for Poets: Seeking Westchester County Poet Laureate 2024-2026


ArtsWestchester has initiated a call for proposals to help them find and appoint the next Westchester County Poet Laureate. The Poet Laureate program embraces both written and spoken poetic traditions and aims to promote poetry as an artistic medium that can “serve underrepresented voices and offer a space for personal reflection and healing.”

The Laureate will engage and connect with the local community and other local poets through front-facing programs and readings throughout their three-year tenure. Required programming includes at least two public readings each year, the presentation of an original poem at a County event each year, three community events per year, during which community members have the opportunity to write and/or share their own poems, and the development of a “humanities project” that brings poetry into the lives of Westchester County residents and visitors. A stipend of $30,000 over the three-year term will be awarded.

A selection panel will make a recommendation to the County based on the applications and subsequent interviews initiated by the panel, which may include professional poets, County representatives, and members of ArtsWestchester’s staff or board. The selection of the Poet Laureate will then be approved by the County.

The deadline for submissions is October 2.



Bicycle Sundays Return September 10

 

Head back out to the Bronx River Parkway with us for more Bicycle Sundays, as the event returns, Sunday, Sept. 10 and will run through Oct. 1 for the season!

The last Sundays of the season in which Bicycle Sundays will take place are Sept. 10, 17 and 24 and Oct. 1. Hours are 10 a.m. to 2 p.m.

Westchester County Executive George Latimer said, “September Bicycle Sundays are a special time as it feels like an extended summer. I’m delighted to welcome cyclists, joggers and families back to the Bronx River Parkway for the fall installment of the 2023 series.”

Westchester County Parks Commissioner Kathy O'Connor said, “Just because summer’s over doesn’t mean it’s time to put away our bikes or running shoes. I encourage folks to get out and ride or jog the Bronx River Parkway to keep moving well into the fall.”

Chairperson of the Westchester Parks Foundation (WPF), Seth Mandelbaum said, “Bicycle Sundays embodies the WPF mission to invest, advocate, and enhance all 50 Westchester County Parks. We thank NewYork-Presbyterian and Con Edison for their continued support of this iconic program and look forward to seeing everyone along the Bronx River Parkway this Fall.”

During Bicycle Sundays, a portion of the Bronx River Parkway is closed to cars from for the exclusive use of bicyclists, joggers, walkers, scooters and strollers. The course runs from the Westchester County Center in White Plains, south to Scarsdale Road in Yonkers, a round-trip of 13.1 miles. There are many points of entry and exit along the way.

Bicycle Sundays is presented by Westchester County Parks and sponsored by Westchester Parks Foundation and its partners, through generous donations from co-presenting sponsors NewYork-Presbyterian Westchester and Con Edison, with Jen’s Cycles in Yonkers as the official Bicycle Sponsor.

Tuition Reimbursement Program for EMS AND Fire Volunteers


Citizen volunteers are often called on to respond to emergency situations in Westchester County. Due to a variety of factors, local volunteer fire departments and volunteer Emergency Medical Services (EMS) agencies are currently experiencing a critical need to recruit and retain members.


As an incentive for local residents to serve at volunteer fire departments and EMS agencies the Westchester County Department of Emergency Services (DES), has developed a program of recruitment and retention incentives for volunteer emergency services agencies. The program is designed to provide tuition or student loan reimbursement to volunteers for their service in the County.
