Staying cool at Pierson Park

Fun in the Summer Sun


Thank you to the Tarrytown Police Department and the Police Benevolent Association for organizing and hosting a fun community event yesterday. Free ice cream was well appreciated on a very hot day. Bouncy houses at Pierson Park were still packed with kids despite the soaring temperatures. Thanks to Chief John Barbelet and PBA President Sgt. Dennis Smith and all who contributed to making it happen.

Rt. 9 Paving Project 


Paving on Route 9 is well under way. The New York State Department of Transportation began paving and milling on the southern end of the Village at Gracemere on Tuesday and have been moving north toward Tappan Landing. The NYS DOT expects to finish paving on the south end on Sunday night.


Next week they will begin moving north from Tappan Landing through the Village. "No parking" areas will be posted and vehicles parked past posted times will be towed. The NYS DOT anticipates reaching Beekman Avenue in Sleepy Hollow within 7 to 10 days. All work will take place at night from 9 p.m. to 6 a.m. The night time work allows the project to move faster through the corridor.


Expect noise, dust and traffic disruption while the work is in progress. 


While the goal is to finish all work by July 31, 2022, the completion of work is dependent on field conditions and weather, so the schedule may change.

While the New York State Department of Transportation is finally tackling the rough shod Rte. 9, our Village Department of Public Works will be paving the following streets in August:

The work will begin the week of August 1st on Detmer and Doris Lane, and will continue from mid-August on Benedict, Grove and Riverview. Curbs are also being replaced in these areas.

Congressional Districts in Tarrytown Have Changed


Did you know we now have two Congressional Districts in Tarrytown instead of just one?  The entire Village of Tarrytown has been represented by Mondaire Jones of the 17th Congressional District since 2021. With the next election, Tarrytown will be divided into the 16th Congressional District and the 17th Congressional District.

August 23 is primary day for the U.S. House of Representatives and the NYS Senate. Here is a guide to primary voting in Westchester County with key dates


There are four Democrats on the primary ballot for the 16th Congressional District and one uncontested Republican candidate (no primary). For the 17th Congressional District there are two Democrats on the primary ballot and four Republicans.

There are no primaries for the State Senate race in Senate District 35.


A nine-day early voting period for the August Primary runs from August 13 - 21, 2022. Registered voters eligible to vote in their party’s primary will be able to cast their ballot at ANY of the 23 designated Early Voting locations in the County. Here is a link to the County Board of Elections with information about registering to vote, Early Voting, and signing up for absentee ballots. 


New Community Calendar for Tarrytown and Sleepy Hollow


The Community Coalition of Tarrytown and Sleepy Hollow (C2), a monthly open forum for local non-profits and village government officials, has created a community events calendar for both villages. The calendar website, www.community10591.org, also includes a link to a Volunteer Directory to connect residents with local volunteer opportunities.

 

“C2 members from both villages have worked together since 2009 to share resources and coordinate events. The Community Food Pantry, Rotary, Kids’ Club - virtually all the local non-profits support residents of both Sleepy Hollow and Tarrytown,” commented Jennifer Liddy Green, President of Kids’ Club of Tarrytown & Sleepy Hollow which founded C2. “C2 members saw the need for an integrated calendar to showcase the full range of activities and offerings in both villages. So we created one!”

Energy Saving Tips and Beat the Heat Advice from Con Ed


Heat, humidity and increased demand for electricity to power air conditioners can cause cables to overheat and lead to outages. The coming days could also bring thunderstorms, which can affect the overhead delivery system and cause outages.

 

The company urges members of the public to stay away from any wires that are downed during storms. Those wires may be live. Do not try to touch or move them with your hands or any object. Call your local police department or 1-800-75-CONED (1-800-752-6633) to report downed wires.

 

Con Edison may assign workers to guard downed wires and keep people and pets away from them. These workers may be in unmarked vehicles but they carry Con Edison identification.

 

How to Report an Outage

Con Edison has sent text messages to customers in areas expected to be most impacted, reminding them to be prepared and to report an outage by replying OUT to the text. Customers can sign up for text alerts at coned.com/text.

 

Customers can also report outages and check service restoration status at conEd.com/reportoutage, with Con Edison’s mobile app for iOS or Android devices, or by calling 1-800-75-CONED (1-800-752-6633).

 

Customers who report outages will receive updates from Con Edison with their estimated restoration times as they become available. Information on outages and restoration times is also available at the Con Edison outage map. Watch an outage map tutorial video here.


Energy-Saving Tips

New Yorkers can stay cool and save all summer by following these money-saving conservation tips:


  • If you are running your air conditioner, close off unoccupied rooms. If you are using the AC in your living room and nobody is in the bedrooms, close the doors to those rooms;
  • Set your air conditioner to the highest comfortable temperature. Every degree you lower the thermostat increases costs;
  • To reduce heat and moisture in your home, run appliances such as ovens, washing machines, dryers and dishwashers in the early morning or late at night when it’s cooler outside;
  • When the AC is running, close doors to keep cool air in and hot air out;
  • Keep shades, blinds and curtains closed. About 40 percent of unwanted heat comes through windows;
  • Even when using AC, use ceiling and other fans to provide additional cooling and better circulation;
  • Turn off AC units, lights and other appliances when not at home and use a timer to turn on your air conditioner about a half-hour before arriving home;
  • If you run a business, keep the door closed while running the AC;
  • Keep AC filters clean.

 

Replacing an old air conditioner with a new ENERGY STAR unit can reduce energy usage by 30 percent.

 

Con Edison offers additional energy savings tips.

 

Energy Efficiency Programs

The company also urges customers to look into its energy efficiency programs. Customers can get incentives for making energy-saving upgrades to their lighting, HVAC and other equipment.

 

For this summer, Con Edison is offering residential customers a $50 discount for buying an eligible smart thermostat and another $85 for registering it with Con Edison’s Bring Your Own Thermostat (BYOT) Program. Con Edison is also offering residential customers a $1,000 rebate to weatherize their home with new air sealing and proper insulation.

Con Edison is offering incentives for commercial and industrial customers. They include cash incentives for installing high-efficiency, ultra-low temperature freezers, lighting incentives, and instant rebates for new natural gas and electric food service equipment.

 

Small and medium-size businesses can get a free, no-obligation energy assessment of their facility. Con Edison will pay about 50 percent of the cost for qualified lighting, HVAC, refrigeration and gas upgrades. Con Edison is also offering financing with rates as low as zero percent and no money down for eligible energy-efficiency upgrades.

 

Owners of multi-family buildings can also get energy efficiency incentives. Those include:

 

  • Rebates for installing energy efficient gas and electric equipment in Affordable and Market Rate buildings;
  • Additional bonus rebates for upgrading equipment in eligible Brooklyn and Queens neighborhoods.


Firefighters Assoc. of NY Dress Parade coming to Tarrytown Aug. 13 


The Tarrytown Fire Department is hosting the 150th Anniversary of the Firefighters Association of the State of New York Annual Convention. It's a big deal! More than 40 fire departments from across the State will be coming to Tarrytown for lectures, training, and on Saturday August 13th, a dress parade through the Village! The parade is scheduled to begin at 3pm. More details to follow.

Board of Trustees in Brief

Report From Board of Trustees Meeting 7.18.22

In the months of July and August, the Board of Trustees only meets once. The next Board of Trustees Work Session will take place on Monday, August 8th due to scheduling conflicts, and the BOT meeting will take place on Monday, August 15th.  


  • Public Hearing Scheduled: At the August 15th Board of Trustees Meeting, the Board will consider whether to pass a local law amending Chapter 119 “Community Choice Aggregation” to enable the addition of solar credits to the program, with an opt-out option. The Solar Credit Program offered by Westchester Power would add a 5 to 10% discount off of electricity bills for low-income utility customers who receive public assistance for utility payments. These utility customers are not eligible to participate in the Westchester Power program, but the Public Service Commission has approved their participation in the Westchester Power Solar Credit program because the savings are guaranteed. A Westchester Power representative will be available at the public hearing to answer questions.


  • Placemaking Committee Mural set to move forward: The Board of Trustees approved the signing of an agreement with artist Tim Grajek who will be painting a mural on the Kaldenberg Place side of Taste of China Restaurant. The Village accepted a donation from an anonymous donor for the project. 


  • Grant application to be submitted to update and finalize Local Waterfront Revitalization Plan: The Village will be submitting a grant application to engage the services of a planning consultant to help update and once-and-for-all finalize the Village's Local Waterfront Revitalization Plan (LWRP). Despite having a close-to-complete draft in 2015, the final version was never approved by the State or Federal government. With waterfront changes since the draft was developed, a new Comprehensive Plan and updated requirements by the State, the Village will engage a planning consultant to re-engage the community in the visioning process and finally take the Village's LWRP across the finish line.


  • New Superintendent of Recreation: Dan Walczewski was appointed by the Board of Trustees as the new Superintendent of Recreation. He will begin work on Wednesday July 27, 2022. Dan comes to Tarrytown after serving in the Rec Departments of Scarsdale for 12 years and Yorktown for 2 years. Dan grew up in nearby Hastings, and knows the Village of Tarrytown well already. Be sure to stop by the Recreation Center to welcome him. We are thrilled to have him on the team.

 

  • New Junior Civil Engineer: The Board of Trustees appointed Mariana Reis as a Junior Civil Engineer in the Building Department. Mariana will be supporting the Department in projects large and small. With so much going on in Tarrytown right now, we are glad to have the expertise she brings after working in the same role in Scarsdale. Welcome to the team, Mariana!

Buy Lemonade tomorrow and support the hardworking Hudson Scholars


Be on the lookout tomorrow for lemonade stands in four different locations in Tarrytown and Sleepy Hollow between 11am and 1pm:


  • In front of Walgreens.
  • In front of the Warner Library
  • In Front of Main Street Sweets
  • In front of the Beekman Avenue Fire House 


The Lemonade Stands are part of an innovative curriculum provided through the Hudson Scholars program at The Hackley School. As David Sykes, the teacher who leads the program explains it:

"During the summers of 2018 and 2019, our rising 7th grade Hudson Scholars set up lemonade stands one Saturday in July in three locations in Tarrytown (and one in Sleepy Hollow). This project has proved quite valuable and fun for the Scholars as it focuses on things such as setting a goal, making a plan, executing the plan, leadership, math and science skills, English (persuasive argument) skills, teamwork, entrepreneurship, as well as many others. In addition, being involved in the community is a meaningful and confidence building experience for these students. Finally, in 2018 and 2019 the funds raised through the lemonade sales went to local organizations that the Hudson Scholars voted on to support. Both years they raised over $1000 for the Mental Health Association of Westchester (2018) and for Neighbors Link (2019). We plan to donate the money again this year.

 

After a two-year hiatus (due to COVID), we are planning on teaching our lemonade curriculum again this July and hoping to set up lemonade stands in Tarrytown and Sleepy Hollow on Saturday, July 23rd. The money will be donated to Westhab."

Friends of Riverwalk (FRW) Horticultural Internship

Objective

Working closely with FRW volunteers, interns will implement the pruning of shrubs at RiverWalk Park in Tarrytown. This part-time internship will allow prospective horticulture and park enthusiasts and/or professionals to become familiar with Public Horticulture.

Positions

Two part-time positions to form a team.

Hours of work – (10 weeks-July 12 through September 20) Dates to be adjusted when interns selected.

4 hours per day three days per week of field work totaling 24 hours per week for 10 weeks for (2) interns. Structured from 9am to 1pm weekdays. Pilot may be extended if feasible.

Hourly wage

$15 per hour stipend

Experience

Landscaping, gardening, and/or park maintenance preferred but not required.

An interest in sustainable horticulture, native plants, and the preservation of community parks in Tarrytown a must.

Government News in the Region
  • The National Suicide Prevention Hotline has moved to a 3-digit national line: 988. In Westchester, St. Vincent’s Hospital in Harrison, which already maintained a crisis line, will expand to incorporate 988.
  • The 988 utilizes highly trained volunteer staff. St. Vincent’s is currently seeking additional volunteers for the call lines; volunteers simply need to be over the age of 18, and willing to participate in rigorous training. Those interested in volunteering can call the CPRT at 914-925-5959.


  • The Westchester County 9/11 Related Illnesses Memorial Committee is soliciting names of those who have died of 9/11 related illness for the Memorial at Kensico Dam.
  • If you know someone who was a 9/11 First Responder that worked or resided in Westchester County and passed away as result of a 9/11 related illnesses please contact Kyle McIntyre at ktma@westchestergov.com or 914-995-2917.


  • Westchester County is working to reduce fees and costs for residents in light of the fiscal strains of inflation.
  • In addition to eliminating County sales tax on gas and providing for free bus fares, Westchester County will provide free parking at the North White Plains Commuter Lot and the County Center parking lot from July 1 to August 31st.
  • Westchester County is working to eliminate sales tax for home heating oil, propane, natural gas, electric, coal and wood for residential heating purposes, beginning on December 1st. This would cover homeowners and rental units. Eligibility would be determined based on the structure of a unit’s heat and electric use.
  • Westchester County will waive fees for civil service exams through December 31st.
  • Westchester County will waive fees at County pools Monday through Thursday from July 5th through August 31st. Residency rules will still apply.

DEC Seeks Citizen Scientists to Help Monitor Turkey Productivity

Report Turkey Sightings in August


New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos encouraged New Yorkers to take part in the State's annual survey of wild turkeys, a valuable tool that helps DEC determine the productivity of turkey populations statewide.


"Citizen scientists provide important data that helps our biologists examine how factors such as weather, predation, and habitat conditions during the breeding and brood-rearing seasons impact turkey survival," Commissioner Seggos said. "Without the assistance of our volunteers, the task of monitoring turkey populations statewide would be far more difficult, and we encourage participation this summer to help enhance our knowledge of turkeys in New York."


Turkey populations in New York State peaked in the late 1990s and early 2000s. However, over the past decade, turkey productivity has consistently been below average, leading to lower populations. Since 1996, DEC has conducted the annual Summer Wild Turkey Sighting Survey to track wild turkey populations and estimate the number of wild turkey poults (young of the year) per hen statewide. This index allows DEC to gauge reproductive success and predict future turkey populations and harvest opportunities.


DEC uses reported observations of wild turkeys to track annual productivity over time and in different parts of the state. User-submitted data also helps wildlife managers forecast hunting prospects for the coming fall season and subsequent spring seasons. To submit turkey observations, citizen scientists are encouraged to use DEC's online form (leaves DEC website).
