Tentative Budget Released
The 2022-23 Tentative Budget was released on Friday, March 18. The Budget Hearing was opened on Monday, March 21, and will continue at the next Board of Trustees meeting on April 4. You can find a summary of the FY 2022-23 Budget in the Budget Message here or in the presentation.
In brief, the Village tax rate decreased by 3.08% to $8.2772 per $1,000 of property value. Does this mean your Village taxes will decrease? No. Not necessarily. It depends on how much your property value increased comparatively. The average home value increased by 6.18% with the total taxable assessment in Tarrytown now totaling $2,286,841,969 according to the Town of Greenburgh Assessor. If your home value increased by 6.18%, your Village taxes will increase by 2.91%. For a home valued at $700,000 in 2021, with an average increase in value of 6.18%, the Village taxes will increase by $173 in 2022. Remember that Village taxes only account for approximately 25% of property taxes.

Paving on Rt. 9
The NYS Department of Transportation has begun preparations for the paving of Rt. 9 which will begin in April. Next week they will be working from 9am to 3:30pm to set up the signage in anticipation of the work. The week of April 4, the nighttime prep work will begin, initially involving the mobilization of equipment and other site preparations. Nighttime work will take place between 8pm and 6am. The nighttime work allows the project to move more quickly which is important along this busy thoroughfare.
The project is expected to last until July.
When the milling and paving begins, this critical project will cause nighttime noise, dust, and disruption, but will move consistently, so no single location should be impacted for a significant length of time. Parking will be prohibited in the areas under construction. Rt. 9 will be reduced to a single lane where the crews are working. When feeling frustrated by the temporary inconvenience, please remember the current condition of the roadway and how necessary this brief disruption is to the long-term state of this important corridor through Tarrytown.

Con Ed Update
Con Ed is continuing its gas main upgrades in the Village.
- Wilson Park Neighborhood: Basic restoration work should be completed by April 1.
- Broadway and Main Street: Restoration work will take place in the next few weeks. We will notify residents and businesses that will be affected when we have a specific date.
- Croton, Hamilton, Legrande and Neperan – Work is continuing and final restoration will occur by the end of April. Monday, March 28 there will be some traffic disruption on Hamilton and Neperan as restoration work commences. We will issue an update when we have additional dates for restoration work.
- Wildey and Washington: Work in this area will continue for the next five weeks, and then the crews will move on to Wood Ct. and Hanford Pl.
- Neperan Lakes Parking Lot: The lot will be used to stage milling and paving equipment for Con Ed's restoration work from mid-April to mid-May. Please consider alternative parking areas in that timeframe.

Tarrytown Police Department Participating in New Programs
911 Diversion
The Tarrytown Police Department is fully participating in the newly formed Westchester County 911 Diversion Initiative, which is designed to help dispatchers, desk officers and call takers identify and refer qualifying non-emergency mental-health related calls for immediate connection to a crisis counselor with the option for a mobile mental health response or co-response with emergency services. Using a standardized Risk Assessment Tool, the call taker is able to identify non-emergency mental-health related calls and divert them to immediate connection to a clinician at the Crisis Network Team. TPD Officers have received initial training and will receive continuing training as it is conducted by Westchester County.
Domestic Violence Lethality Assessment
The Tarrytown Police Department is now participating in the Domestic Violence Lethality Assessment Program (LAP). The LAP is an evidence-based program used to identify victims who are at high risk of being killed by their intimate partner and connect them with a Domestic Violence service provider (and ongoing enhanced services) to reduce the likelihood of future homicides. The LAP provides first responders with an intervention tool called the Danger Assessment, which is a list of 12 questions to ask DV victims while still at the scene. If the victim screens in as high risk, the officer will immediately call a DV hotline/service provider and put the victim in touch with an advocate. TPD Officers have received initial training from the Westchester County Domestic Violence High Risk Team which consists of members from various Westchester County Agencies. Officers will continue to receive ongoing training as it is provided.

Report From Board of Trustees Meetings 3.21.22
ICYMI, you can watch Village Board meetings online.
- Village Administrator Richard Slingerland presented the Tentative Budget. You can watch the discussion online, read the Budget Message and Presentation, or come to Village Hall for the continuation of the public hearing on April 4 to learn more. Thanks to Treasurer Jim Hart and all of the Village staff who work hard to produce this important blueprint for our Village government.
- The Board of Trustees adopted a Home Rule request to extend the Hotel Tax. The Hotel Tax is a source of revenue for the Village collected on hotel receipts, and helps reduce taxpayer burden. Thanks to bills sponsored by Assembly Member Abinanti and Senator Andrea Stewart-Cousins in 2016, the State Legislature authorized Villages in the Town of Greenburgh and Mount Pleasant to impose the tax. If the bills pass the Senate and the Assembly, the authorization will be extended until 2025.
- The Board issued a resolution in support of the Federal NY-NJ Watershed Protection Act, which would establish Federal funding for the Hudson River watershed to finance restoration, preservation and educational programs.
- Camp, Pool, Fitness Center, and Picnic Pavilion fees were all increased for the 2022 season. Due to the need to remain cost competitive with other regional facilities and programs, the Recreation Department is increasing wage rates for seasonal staff. Having kept fees static throughout the pandemic, the Board increased the fees to account for the increase in expenditures. The new fees go into effect April 1. The schedule of fee changes is in the meeting agenda, and will be posted on the Recreation Department website in the coming week. Check the Rec Department home page for camp and pool membership enrollment which will launch April 1.
- The Tarrytown Environmental Advisory Council launched a new Green Landscape Champion program for local businesses to recognize sustainable landscaping practices including those that plant native plants, refrain from using pesticides, and leave leaves alone. - TaSH market contract renewed: the beloved Farmers Market will continue at Patriots Park in the warmer months, as will the December Holiday Market, and a Winter Market was also authorized with possible improvements in the 2022-2023 season. Stay tuned!
- The Board approved the recommendation of the Transportation and Mobility Council to remove a parking space from in front of the crosswalk at Sarah Michaels Park due to sightline obstruction when pedestrians are trying to cross Main Street at Cortlandt.

Tree Commission Volunteer Needed
The Tree Commission is seeking a volunteer who is a certified arborist or has a similar degree of tree expertise. The Commission meets once per month and is charged with reviewing tree permit applications and applications pending before either the Zoning Board of Appeals and/or the Planning Board, and issues recommendations to either Board with respect to any aspect of the applications which may impact trees, shrubs and/or related plantings. The Commission advises the Board on other matters related to the urban canopy including tree species selection for Village projects, and educational opportunities related to the value and importance of Village trees. Community Wardrobe (CW) is a joint effort of the Horsemen PTA and the Village of Sleepy Hollow that finds new homes for good clothes FREE to local families who need them.
CW has found a new home at the Shames JCC in Tarrytown and will now be able to open weekend and evening hours for clients and volunteers!
Volunteer
CW needs volunteers to organize clothing, accept donations, and help run shopping days. If you’re available to help on the following days, please SIGN UP TO VOLUNTEER HERE
Volunteers are also needed to help CW on the following shopping days. (Spanish-speaking volunteers are essential) –
- Friday, April 1 – 9am-6pm
- Saturday, April 2 – 9am-3pm
- Sunday, April 3 – 9am-6pm
Students are encouraged to volunteer.
Please note that everyone who visits the JCC must be vaccinated. There are no exceptions. Volunteers and clients MUST show proof of vaccination their first time visiting.
