Adopted Budget FY 2024-25

At the Board of Trustees Meeting on April 15, the Board adopted the budget for FY 24-25. This year's Adopted Budget includes a 5.9% increase in General Fund expenditures. The overall tax levy increased by 2.86% while assessed property values increased by 4.85%. The combination of an increase in property values and a more modest increase in the tax levy means the tax rate is decreasing by 1.6% and is set at $7.8357 per $1,000 of assessed property value.

The changes from the Tentative Budget to the Adopted Budget involved a minor shift in Village funding of the Warner Library. The shared costs split between Tarrytown and Sleepy Hollow are divided according to percentages based on the most recent census population, and Tarrytown's population grew faster than Sleepy Hollow's in the 2020 Census count. As a result, Tarrytown's portion of the Warner Library budget will increase by $18,125 and Sleepy Hollow's will decrease by the same in the new contract to be renewed this year. The tax rate in the Adopted Budget will remain the same as in the Tentative Budget despite the increase as other line items were changed to accommodate the additional cost.

You can access the Adopted Budget on the new digital platform powered by ClearGov. While residents can still access the Budget in hard copy form by visiting Village Hall or the Warner Library, or downloading the pdf from the Village website, the Digital Budget Book provides an interactive platform that allows residents to access budget data in an intuitive and easy to digest online format.

Board of Trustees in Brief

Report from the Board of Trustees Meeting on 4.15.2024

ICYMI, you can watch Village Board meetings online.

  • Arbor Day Resolution: Every year the Village honors Arbor Day with a tree planting on public land. On Friday, April 26, at 10am the Tree Commission together with Village Officials and Staff and the Little Gardens of Tarrytown will gather in the northwest corner of Patriots Park, joined by students from the John Paulding School, to plant a tree. The tree will be planted behind the bench recently installed by Little Gardens of Tarrytown in honor of Beverly Jansen, a dedicated volunteer who passed away last year after decades of caring for veterans memorial sites and gardens across the Village. The Little Gardens will be recognized with a plaque celebrating their 100 years of service to the Village.

  • Baylis Court Parking Shift: Residents requested that the Village consider changing what side of the street to which the the alternate side parking regulations apply twice a week. The Village agreed to the change, and so going forward, parking will be prohibited on Tuesdays and Fridays between 8am and 11am on the west side of the street instead of on the east side of the street.

  • Audit of FY 2022-2023 nears completion: As the audit of Village accounts for FY 2022-2023 concludes, the Village issues a journal entry amendment to reconcile Village accounts. Revenues exceeded expenditures overall for the Village in FY 22-23, but the journal entry amendment is required to accurately reflect actual spending on line items that were either under or over budget. The full rundown can be found in the published agenda.
